Develop IT Governance Process Documents (National Firm)
  1. Project Background

Main purpose of Additional Financing of Food and Nutrition Social Welfare Project, implemented by Ministry of Labor and Social Protection (MLSP), is to (i) upgrade information technology processes and systems of Social Insurance General Office (SIGO) and General Office for Labor and Welfare Services (GOLWS) and (ii) reform social welfare and strengthen social protection through various activities.

SIGO and GOLWS improve their systems and make necessary changes on regular basis for various reasons. Some improvements are related to Information Technology (IT) support and services while others are related to the operational needs. Certain approvals are obtained to make such improvements and changes. However, these are not documented for future references. As a result, it becomes a compliance issue, especially for the financial systems.

  1. Purpose of the Assignment

The main goal of the assignment is to perfect (accomplish) a governance process related to the changes in the production environment at the IT centers of SIGO and GOLWS. This will improve IT processes in the sector of social insurance and welfare.

  1. Consulting Firm’s Qualifications

The Consulting firm shall meet the following requirements:

  1. Has experience of performing at least 2 works to establish and improve the IT governance process
  2. Has experience of developing rules and regulations necessary for IT governance process
  3. The shall submit confirmation from organizations where IT governance process works have been implemented. The confirmation should contain information such as date, conditions, the type of rules and regulations that were developed, results (whether currently used), contacts information of responsible person and address, etc.
  4. Should not have debt to social insurance. Formal confirmation must be submitted
  5. Should not have debt to taxation department. Formal confirmation must be submitted
  6. The must submit confirmation from court, police and general office for implementation of court decisions and other related organizations confirming whether the firm has no litigation and no debts
  7. Statement from correspondent banks (whether the firm has unpaid debt, etc.)
  8. Has human resource capacity to implement assigned work in given timeframe
  9. Provide a plan for implementing the project assignments successfully

The company should have the below specialists as a minimum requirement for the entire assignment:

  1. IT Governance ITIL Specialist/ Team Leader
  2. Developer of Rules and Regulations/ Instructor - 1
  3. Developer of Rules and Regulations/ Instructor - 2
