Project Title. Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project
The Government of Mongolia is implementing the "Ensuring inclusiveness and service delivery for persons with disabilities project" (Project) with Loan No.3605 from the Asian Development Bank (ADB). The Project aims to support the employment of persons with disabilities (PWD) by increasing access to services and livelihoods and self-reliance of PWD in Ulaanbaatar and the provinces (aimags) and thereby increasing their contribution to the economy and society.

The Ministry of Labor and Social Protection (MLSP) of Mongolia will engage with an international expert and one national consultant to support Mongolia’s National Statistical Office (NSO) in collecting and analyzing comparable international data on disability. MLSP will select the consultants in accordance with ADB’s "Guideline on the Use of Consultants " (as amended from time to time).
The assignment has the following objectives:
Objective 1. Support strengthening the regulatory framework to improve access to AT, devices, and prostheses for PWD; Review the list of essential assistive devices that could be covered and/or compensated under the existing social protection schemes to respond to most important needs of PWD;
Objective 2. Develop a recommendation for AT and devices improvement for prosthesis factory, vocational training center of General Agency for Development for People with disabilities (GADPWD) and Development Centers for PWDs in 6 aimags (provinces); Identify the procurement list of assistive devices with technical specifications.
Scope of Works:
The national consultant will provide support for an international consultant in conducting the following assignments:
- To provide support on conducting desk a review of information for estimating the needs for AT, devices and prostheses in line with major health risk; Assess the current demand and supply and procurement system of AT, devices, and prostheses with emphasis on the poor;
- To provide support to an international consultant in cooperation with stakeholders including the MLSP (GADPWD), MOH, and DPOs in defining next steps and developing the road map for strengthening AT services in Mongolia, and conduct relevant meetings and consultation;
- To provide support to an international consultant in reviewing the list of essential AT and devices that could be covered and/or compensated under the existing social protection schemes to respond to most important needs of PWD; as well as in develop recommendations for creating a transparent and equitable procurement system for essential AT, taking into account the reasonable accommodation concept; Recommend changes in regulations in relation to responsibility to define the list of reimbursable AT and devices in line with the Law on the Rights of Persons with Disabilities and other legislative including the ICF;
- To provide support to an international consultant in developing a recommendation on what orthopedic devices and prosthesis can be manufactured in Mongolia;
- To provide support to an international consultant in developing minimum standards for assistive technology manufacturing and procurement; Develop standard operating procedures to implement the minimum standards with a particular focus on ensuring that AT provided by national systems are well maintained;
- To assist an international consultant in preparing the procurement packages for AT and devices required for ICF assessment, rehabilitation and habilitation work and occupational therapy at the Development Center for PWD in 6 project aimags; Determine what AT could be maintained at the Development Center for PWD;
- To assist in organizing a study tour for government officials and members of the National Health Insurance Council, and relevant official to learn from international best practices in particular on how the list of assistive devices and equipment were defined by the government;
- To assist an international consultant in reviewing and evaluating the existing capacity of the GADPWD prosthesis manufactory and develop recommendations for improving the equipment; Identify the procurement list of equipment and their technical specifications for GADPWD prosthesis manufactory;
- To assist an international consultant in developing a recommendation for AT and devices improvement for vocational training center of the GADPWD; Identify the procurement list of AT and devices and their technical specifications;
Qualifications/selection criteria for the position:
Education: The consultant will have a Master’s degree or equivalent in Health, occupational therapy, speech therapy, physiotherapy or orthopedic technology, biomedical engineering
Experience: At least 10 years work experience in rehabilitation and habilitation and/or in orthopedic technology or biomedical engineering; demonstrable familiarity with a comprehensive range of available devices and technology across all spheres of functioning: mobility, vision, hearing, communication, cognition and environment; demonstrable experience applying ICF to assess functioning and match assistive devices for PWDs and CWD;
Experience of working with DPOs and government in defining national policies and mechanisms for assistive technology is desirable.
Proficiency: Excellent communication skills and fluency in written and spoken English and Mongolian
