1. Background

One of the main purposes of the L3086-MON: “Additional Financing of Food and Nutrition Social Welfare Project”, implemented by the Ministry of Labor and Social Protection (MLSP), is to reform social welfare and strengthen social protection including capacity building human resources at all level through various activities. The social insurance sector employs a total number of 1.5 thousand personnel, including specialists and inspectors.

Training and upgrading of the social insurance sector human resources will contribute to capacity building of the qualified and professional public servants, and through them, to deliver transparent, prompt, accessible and non-bureaucratic services for the citizens. In this regard, this consulting service is needed to recruit the consulting firm to build the capacity of human resources of the field.

2. Objective(s) of the Assignment

The objective of the assignment is to (i) assess the training needs of human resources of the social insurance sector, (ii) develop mid-term strategy to build capacity of the human resources and its implementation plan, (iii) develop the training curriculum and modules for the officials and employees of the sector, (iv) prepare training manuals for instructors and participants and (v) organize training activities.

3. Consulting firm qualifications

The firm must meet the following qualification requirements:

  1. Prior experience in developing policy documents, training manuals and curriculum, carrying out the consultancy service and training activities and workshops for more than 5 years;
  2. Prior hands-on experience in organizing training activities and conducting research and analysis in the field of social insurance;
  3. Prior working experience with ADB financed projects and other internationally financed projects and programs would be an advantage; and
  4. Does not have unpaid social insurance and outstanding tax debt.

The company should have the below specialists as a minimum requirement for the entire assignment:

  • Capacity Development Specialist/Team Leader; 
  • Training Consultant in charge of Legal and Professional Knowledge and Skills on Social Insurance;
  • Training Consultant in charge of Professional Knowledge and Skills on Social Insurance Revenue Collection and Conducting Inspection;
  • Training Consultant for Social Insurance Fund Management;
  • Training Consultant for Social Insurance Operations; and
  • Assistant.
