Consultancy Title: Digitizing Social Insurance General Office’s Archive

  1. Background

The Action Program of the Government of Mongolia for 2016-2020 set out objectives to “Create a legal environment for ensuring prompt and bureaucracy-free delivery of public services and enhance citizen’s rights” (Section of 5.2.7) and to “Improve the activities of state archives and documentation filing through transferring 30 percent of archive documents to digital format, introducing digital signature in state documentation and creating an integrated system of information” (Section 5.4.11). The Ministry of Labour and Social Protection (MLSP) aims to make social protection services more efficient and transparent by improving information technology in the sector of social insurance and welfare under “Additional Financing of Food and Nutrition Social Welfare Project” financed by Asian Development Bank (ADB).

One of the objectives of the social insurance system reform is to improve the services and the MLSP aims to transfer from paper-based insurance documents to digital records starting from 2018. Various services such as social insurance services delivery, information sharing within social insurance offices, prompt issuance of contribution payments record to the insured, delivery of social insurance services to the employers and insured without bureaucracy, issuance of loan from the bank, foreign visa application and civil service examination are being delivered based on information related to social insurance contribution.

Since the Law on Social Insurance became effective into a force in 1995, the employers provided the social insurance organization with monthly reports on social insurance contribution payments in paper-based format. The employers started to upload the contribution payment reports to social insurance organization’s database via software since 2016 and information about contribution reports covering between 1995 and 2005 are not digitized or are not entered into the software completely.

Activities to improve social insurance accounting and to upgrade registration software are underway within the Project and digitization of paper-based contribution information is necessary to start using the new registration and software and will impact completion and positivity of the project outputs.

  1. Objective of the Assignment

The objective of this consulting service is to transfer paper-based files of the social insurance sector (1995-2005) to the digital format. MLSP and SIGO (Social Insurance General Office) conducted a joint survey to explore how many employers and insured existed for the period of 1995-2005 in 21 aimags and 9 districts by each year. According to the survey to find the number of the insured who are included and excluded in the database by each Social insurance offices in aimag and districts, there are a total of 1.8 million employers and 58.9 million insured in cumulative amount have been reflected in the social insurance contribution reports covering 1995-2005, of which 1.1 million employers and 42.4 million insured are not reflected in the database.

  1. Consulting firm qualifications

Consulting firm shall comprise at least 25 consultants as follows:

  1. Digitization Specialist/ Team Leader;
  2. Data Entry and Scanning Staff – 3 positions;
  3. Data Verifier – 3 positions;
  4. Data Entry and Scanning Assistant – 9 positions;
  5. Data Verification Assistant – 9 positions;

The consulting firm shall meet the following requirements:

  1. State-registered entity.
  2. Prior experience working in the field of information technology in the past 5 years.
  3. Experience of digitizing archived files in the past 5 years will be an advantage.
  4. Have information technology specialists and human resources capable of completing the assignment within the deadline.
  5. Have no outstanding debt of social insurance and tax.
