1. Background

One of the main purposes of the L3086-MON: “Additional Financing of Food and Nutrition Social Welfare Project”, implemented by the Ministry of Labor and Social Protection (MLSP), is to reform social welfare and strengthen social protection including capacity building human resources at all level through various activities. The Family, Child and Youth sector employs a total number of 800 employees, Child Rights Inspectors.

Training and upgrading of the Family, Child and Youth human resources will contribute to capacity building of the qualified and professional public servants, and through them, to deliver transparent, prompt, accessible and non-bureaucratic services for the citizens. In this regard, this consulting service is needed to recruit the consulting firm to build the capacity of human resources of the field.

2. Objective(s) of the Assignment

The main objective of the assignment is to conduct the survey to identify the training needs of the human resources of the Family, Child and Youth sector, develop the mid-term strategy to build the capacity of the human resources and its implementation plan, develop the training curriculum and modules for the officials and employees of the sector, prepare the training manuals for Instructors and Participants and organize the training activity.

3. Consulting firm qualifications

The firm must meet the following qualification requirements:

  1. Prior experience in developing policy documents, training manuals and curriculum, conducting research and analysis, carrying out the consultancy services and organizing training, workshops activities in the field of Family, Child and Youth for more than 5 years;
  2. Prior experience in publishing books and academic creation in the field of the development and protection of Family, Child and Youth;
  3. Prior working experience with ADB funded projects and other internationally funded projects and programs would be an advantage; and
  4. The consulting firm shall not have unpaid social insurance and outstanding tax debt.  

The company should have the below specialists as a minimum requirement for the entire assignment:

  • Team Leader;
  • Training Consultant for Family Development Issue;
  • Training Consultant for Family Protection;
  • Training Consultant for Child Rights Protection;
  • Training Consultant for Child Development and Participation; and
  • Training Consultant for Youth Development.
