  1. Background

One of the main purposes of the L3086-MON: “Additional Financing of Food and Nutrition Social Welfare Project”, implemented by the Ministry of Labor and Social Protection (MLSP), is to reform social welfare and strengthen social protection including capacity building human resources at all level through various activities.

The Action Program of the Government of Mongolia for 2016-2020 pursues objectives to strengthen capacity of civil service at all levels and to provide responsive and transparent delivery of public services to citizens through qualified human resources. 

In addition, “Program on Human Resources Development of Social Welfare Sector Employees” was approved by an Order No. A/77 of the Minister of Labour and Social Protection in 2017. The program aims at indentifying training needs of the social welfare sector employees and developing training curriculum and plan based on their needs. Also, the program aims to establish the system to build the capacity of required standard knowledge and skills of newly appointed employees. 

The social welfare sector employs total number of 1, 632 personnel, including specialists and officers, which 937 of them are working at divisions and departments of Labour and Social Welfare of aimag and district in the field of welfare (more than 610 of them are working as the Social Worker in soum and khoroo) and around 180 of them are working at 8 of State orphanages (Batsumber and regional 7 orphanages) at a national level.

In this regard, within the above mentioned objectives, it is necessitated to implement the capacity-building activities, including organizing trainings to provide social welfare sector employees with information and knowledge of the social welfare in consistent with international development trends and their needs by developing training plan and manuals.

Therefore, it is necessary to improve awareness and methodology of the stakeholders in the implementation of “National Program on Improving Development and Protection of Targeted Households” within this objective.

  1. Objective of the Assignment

The objective of the assignment is to conduct the survey to identify the training needs of the human resources of the social welfare sector, develop the mid-term strategy to build the capacity of the human resources and its implementation plan, develop the training curriculum and module for the officials and employees of the sector, prepare the training manuals for the Instructors and Participants and provide support in organizing training activity.

  1. Consulting firm qualifications

Consulting firm shall comprise at least 6 consultants as follows:

  1. Capacity Building Specialist/ Team Leader;
  2. Training Consultant for Survey Methodology of Social Work;
  3. Training Consultant for Training Methodology of Social Work;
  4. Training Consultant for Social Welfare and Nursing;
  5. Training Consultant for Poverty and Monitoring-Evaluation; and
  6. Assistant.

The consulting firm shall meet the following requirements:

  1. Prior experience in developing policy documents, training manuals and curriculum, conducting research and analysis, carrying out the consultancy services and organizing training, workshop activities in the field of social welfare for more than 5 years;
  2. Prior experience in publishing book, academic creation and research work in the field of social welfare and social work would be an advantage;
  3. Prior working experience with ADB funded projects and other internationally funded projects and programs would be an advantage;
  4. The consulting firm shall not have unpaid social insurance and outstanding tax debt.
