Project Title. Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project

The Ministry of Labor and Social Protection (MLSP) and Asian Development Bank (ADB) are commencing to implement the project “Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project” for 2018-2022.

The project aims to ensure the inclusiveness of persons with disabilities, improve service at Ulaanbaatar city and province level, increase employment opportunities for persons with disabilities, and assure their independence and economic contribution.

The project has following components to meet the needs of children with disabilities and persons with disabilities. Component 1: Early identification of children with disabilities strengthened and institutionalized. Component 2: Service delivery for persons with disabilities improved. Component 3: Access to the physical environment improved. Component 4: Work and employment for persons with disabilities improved. Component 5: Strategic development to support with disabilities implemented.

The following applicants will be selected for the Project Implementation Unit.

 

  1. Project Coordinator /1 person/

Objective:

Project implementation unit will be provided with the management and coordination of successful implementation of the “Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project” and the implementation of the project plan, monitor the implementation, coordinate the inter-sectoral collaboration and strenthen the partnership of non-government organizations.

Duties and responsibilities:

  1. Effective management and inter-sectoral coordination of day-to-day activities of the project implementation unit and responsible for the project result.
  2. Coordinate the implementation of the approved project plan and ensuring that project financing is used for the purposes intended.
  3. Maintain coordination between project implementation unit and stakeholders, and coordinate inter-sectoral relationships.

Scope of Work:

  • Provide day-to-day management to the project implementation unit, and oversee and cooperate with them;
  • Responsible to act as the Steering Committee secretary and follow up actions in accordance with the decision that made during the meeting;
  • Provide updated information of project implementation process to the MLSP, Ministry of Health, agencies, and non-government organizations;
  • Reporting the implementation of the project plan to the ADB, MLSP, Ministry of Health, and Project Steering Committee;
  • Develop and approve the annual and quarterly project budget and the project plan in line with the Ministry’s work plan;
  • Develop and get approval for the assignments for foreign and domestic consultants and ensure their coordination;
  • Monitor the consultants’ performance and support them to accomplish scope in time with quality according to the terms of reference;
  • Develop a project procurement plan and coordinate procurement according to the ADB and Mongolian Government regulation and guidelines;
  • Ensure that stakeholders are provided with relevant information of project activities and reflect their recommendations into the project activities;

Qualifications for the position

  • Master’s degree or above in Social Sciences, Business Administraion or Project Management;
  • Minimum 5 years of experience of senior and executive positions in international funding and other projects;
  • Should have knowledge of project finance, procurement and contract management;
  • Experience of working in social sector would be advantage.
  • Ability to manage inter-sectoral coordination and collaboration with other organizations.
  • Capable to develop project documents and skills to understand the financial statements, and problem solving and analytical skills.
  • Being fluent in English

 

2. Project Financial Specialist /1 person/

Objective:

The main objective of this position is coordinating financial management activities and ensuring that financial activities are in accordance with the Loan Agreement between ADB and Government of Mongolia, and other relevant policies and regulations effectively and efficiently under the Project Manager.

Duties and responsibilities:

  1. Effectively organizing and recording project financial activities outlined in accordance with ADB loan guidelines, national and international standard of accounting, regulation approved by the resolution 196 of Ministry of Finance (MoF)
  2. Financial Reporting on usage of project loan activities and sharing the reports with project steering committee, MoF and ADB on timely manner

Scope of work: 

  • Preparing for financial activities and recording by opening account for project and choosing appropriate financial recording software
  • Maintaining project accounts
  • Recording project financial activities using financial recording software 
  • Calculating and budgeting projects budget in accordance with projects annual and quarterly plan
  • Executing all projects financial transactions in timely manner 
  • Financing the agreement in accordance with relevant regulations and guidelines 
  • Preparing transaction orders and executing transactions 
  • Recording expenditures of the project by every planned financing timetable and funding types and keeping the journals accordingly  
  • Filing and keeping the financial documents in organized manner
  • Preparing financing request to top up the project account, submit to the ADB after reviewing by MoF
  • Advising on ADB financial regulations and guidelines to the project executing contractors and project steering committee
  • Sharing and providing information on projects financial implementation, expenditure and other financial related issues to the ADB, MLSP, MoH, other project client bodies and project board committee
  • Keeping record and prepare big financial reports in accordance with ADB accounting guidelines 
  • Submit financial report to the ADB and MLSP in timely manner 
  • Preparing the financial reports for the internal and external auditing 
  • Implementing the aide memoirs on financial related activities from ADB and auditing and report back 
  • Submit project expenditure report to the glass account to make the report transparent 
  • Support and cooperate on projects day to day activities

Qualifications for the position

  • Master’s degree or above in Accounting, Business Administration, Economy and Financial Management;
  • Minimum 6 years of working experience in finance, economy or accounting;
  • Qualified in auditing and verification;
  • Ability to understand the project financial management, financing, and contract management;
  • Financial Management working experience with ADB and other international/donor organization would be advantage;
  • Skills on developing documents and analytical skill; 
  • Being fully proficient in English;

3. Project Procurement Specialist /1 person/

Objective:

The main objective of this position is planning and implementing project procurement activities and ensuring that all procurement activities are in accordance with the Loan Agreement between ADB and Government of Mongolia, and other relevant policies and regulations effectively and efficiently, and supporting the project executers, Project Manager and Project Implementing Unit by providing procurement related information. 

 

Duties and Responsibilities:

  1. Effectively organizing of the procurement activities outlined in the project work plan and be responsible for the outcomes of procurements 
  2. Reporting on procurement activities and supporting and participating in daily activities of the project

Scope of Work: 

  • Preparing and maintaining the procurement plan of the project corresponding with relevant ministries and agencies, acquiring approvals of respective; 
  • Organizing project procurement activities in accordance with ADB guidelines, Mongolian laws and regulations in relation to procurement and other relevant national laws;
  • Getting approval on procurement of goods and consulting services from ADB, if necessary, submitting supportive documents in advance;
  • Assisting and cooperating the MLSP and MoH on drafting Terms of References (ToRs) for short term consulting services and defining technical specifications for goods to get approval;
  • Supporting on preparing announcements for procurement of goods, services, consulting services, aggregated list, documents of tender, evaluation of tender, notice of selection and drafting the agreement in accordance with ADB and Government of Mongolia regulations and guidelines;
  • Preparing agreement signing activities in coordination with MLSP and MoH and take necessary coordination;
  • Monitoring the quality of purchased goods and services, if quality is not enough, provide advice on improving the quality to meet the requirements and implementation in cooperation with Project Coordinator; 
  • Keeping record on any changes occur regarding procurement and consulting services and incorporate into the Project Plan in cooperation with Project Manager;
  • Implementing decisions of Project Steering Committee regarding procurement;
  • Coordinating collaboration between the government, NGOs and inter-sectoral bodies regarding procurement activities;
  • Sharing and providing information regarding procurement to the MLSP, MoH, Project Steering Committee, Project Implementation Unit and other executer organizations;
  • Preparing reports on procurement activities as per ADB guidelines; 
  • Preparing for audit on project financial activities in cooperation with Project Financial Specialist, implementing procurement related aide memoirs and report back;

Qualifications for the position

  • Master’s degree or above in Business Administration, Finance or Economics;
  • Minimum 5 years working experience in the field of International Relations, Economics and Project Management; 
  • Work experience in minimum 2 projects financed by ADB or other international/donor organizations; 
  • Professional procurement certificate /A3/ holder; 
  • Skills on developing documents and analytical skill; 
  • Being fully proficient in English;
