1.      The Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project, and it intends to apply part of the proceeds of this financing to payments under the contracts named above. Bidding is open to bidders from eligible source countries of ADB. 

2.      Bidders may bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Bid Submission Sheet. 

3.      The Ministry of Labor and Social Protection of Mongolia (“the Purchaser”) invites sealed bids from eligible bidders for Supply of Office Furniture and Toy Library for PWD and CWD in 6 aimags with the following key qualifications should participate in this bidding:

  • Eligibility

Eligibility for participation by Bidders in terms of nationality, conflict of interest, status as a government- owned enterprise and sanctions either by ADB or other international development institutions. 

  • Contractual Experience

Successful completion as main supplier within the last 3 years (2019, 2020, 2021) of at least 2 contracts total valued for each lot as shown below with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

 

1.    Lot 3: USD 240,000 (two hundred forty thousand)

2.    Lot 4: USD 161,000 (one hundred sixty-one thousand)

 

  • Historical Financial Performance (2019, 2020, 2021)

Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2019, 2020, 2021) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. 

  • Average Annual Turnover (2019, 2020, 2021)

Minimum average annual turnover of USD calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2019, 2020, 2021) as follows:

1.    Lot 3: USD 302,000 (three hundred two thousand)

2.    Lot 4: USD 202,000 (two hundred two thousand)

If, Bidder is not a manufacturer:

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section 4, Bidding Forms), the Bidder shall demonstrate that it meets the requirements for

  • Eligibility
  • Contractual Experience
  • Historical Financial Performance, and
  • Average Annual Turnover

 but that the Manufacturer shall separately demonstrate that it meets the requirement for

  • Eligibility 

4. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.

6.      To purchase the Bidding Documents in English, eligible bidders should

  • write formal letter to the address above requesting the Bidding Documents for G1: Supply of Office Furniture and Toy Library for PWD and CWD in 6 aimags
  • pay a nonrefundable fee of 15 US Dollars by direct deposit to a specified account number below.
  • The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery. In case of airmail for foreign delivery, the Bidder shall pay a fee for airmail for foreign delivery. No liability will be accepted for loss or late delivery.

Bids will be opened immediately after the deadline for bid submission in the presence of bidders’ representatives who choose to attend.

8.  The Ministry of Labor and Social Protection of Mongolia will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids. 

9.   When comparing Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
