Duration of assignment: 2 person-months

 

BACKGROUND

 The Government of Mongolia is implementing the "Ensuring inclusiveness and service delivery for persons with disabilities project" (Project) with a loan from the Asian Development Bank (ADB).  The overall aim of the project[1] is ensuring access to employment for a person with disabilities (PWDs) by increasing access to services and livelihoods and self-reliance of PWD.

 Key project stakeholders and institutions include the project Executing Agency (EA) which is the Ministry of Labor and Social Protection (MLSP); the  Implementing Agencies (IAs), including the EA´s Population Development Department of MLSP, and the Ministry of Health (MOH) on early identification of CWD; the local authorities and the disabled people's organizations (DPOs).

 The project outputs are 1) Early identification of children with disabilities (CWD) strengthened and institutionalized, 2) Service delivery for PWD improved, 3) Access to the physical environment improved, 4) Work and employment prospects of PWD improved, and 5) Strategic development to support PWD implemented. 

OBJECTIVES OF THE ASSIGNMENT

EA aims to develop a Standard curriculum for sign language professional interpreters that is to be trained by the Skills and Vocational Training Center of the Government agency for the development of persons with disabilities (GADPWD). Lack of adequate training system for capacity building of the human resources on interpreting the sign language limits the information accessibility of the persons with hearing impairment, difficulties, and roots the communication barriers in all levels of the organizations. This assignment will benefit the Client by improving multiple means of communication presentation such as visual (text or pictures) or sign language to supplement or substitute for auditory information; appropriate sign communication, pitch, and accessibility and frequency of visual announcements, warnings visually in relation to the context of use; community communication systems such as emergency and formal communications that are visual and interpreted by the professionals, and where appropriate, in sign language, as well as of appropriate risk for persons with hearing impairment.

 

QUALIFICATION REQUIREMENTS

  • Professional degree in linguistic science or relevant areas (copies of diplomas shall be submitted);
  • Have experience in developing a Capacity based training program;
  • Have experience in teaching and translating sign language;
  • Highly experienced in deaf culture;
  • Hearing-impaired persons would be advantageous;
  • International sign language experience would be advantageous;
  • Have proficient knowledge of sign language interpretation;
  • Demonstrated experience in working on hearing impairment disability issues;
  • Have a knowledge of a technical approach in the field of disability;
  • Experience in working with persons with hearing impairment disabilities, or children with disabilities;
  • Have experience working with the local authorities (public organizations);
  • Experience in community-based rehabilitation models, accessibility, and barrier-free knowledge for disability is an advantage;
  • Having the educational background of grammar, linguistics will be of advantage;
  • Good skills in managing multiple tasks simultaneously;
  • Excellent communication and interpersonal and research skills.
