VACANCY NOTICE - Monitoring and evaluation specialist(4 months)
  1. Background

The Ministry of Labor and Social Protection (MLSP) is an Executing Agency (EA) for implementation of the L3086-MON: “Additional Financing of Food and Nutrition, Social Welfare Project” financed by the Asian Development Bank. The objectives of the Project are more efficient and transparent delivery of social welfare and insurance services through strengthened policy, systems and information technology. L3086-MON: “Additional Financing of Food and Nutrition, Social Welfare Project” additional includes two outputs on (i) upgrading IT processes and systems to deliver more efficient and transparent delivery of social welfare and insurance services and (ii) reforming social welfare and strengthening social protection. The EA has established the Project Implementation Unit (PIU) to ensure smooth implementation of the project. The PIU will oversee and manage project implementation including procurement process, recruitment of consulting services, financial management, preparation of reports, and project performance monitoring system.

  1. Objective of the Assignment

The Monitoring and Evaluation Specialist is expected to support Project Implementation Unit in monitoring and evaluation of the L3086-MON: “Additional Financing of Food and Nutrition, Social Welfare Project” and in using the performance information for decision-making and resource allocation. The Specialist will (i) monitor and evaluate the project implementation and performance of consultants and contractors in accordance with ADB guidelines, domestic regulations and the Loan Agreement; and (ii) ensure implementation of the project Gender Action Plan.

 

  1. Scope of Works, Tasks and Expected Deliverables
  1. Under the direct supervision and guidance of the Project Coordinator, the Specialist shall carry out the following main tasks, but not limited to:
  1. Monitor project activities in accordance with the project general and detailed implementation plans and prepare monthly, quarterly progress reports in collaboration with other PIU staff;
  2. Develop the manual and collect statistical data, and other necessary information for M&E purposes;
  3. Establish and maintain ADB Project Performance Management System and ODAMIS system;
  4. Review and improve the template/outline for the semi-annual and annual reports to be compatible with the ADB project performance management system;
  5. Provide methodological inputs to Project Coordinator and Chair of the Project Steering Committee in monitoring and evaluating the PIU staff performance;
  6. To ensure and monitor project implementation planning and report accordingly maintain database, and upload to “Management information system”, introduce to the Project Steering Committee;
  7. Assess the project compliance with the Loan Agreement covenants and report the status to ADB through the quarterly progress reports and as needed;
  8. Monitor and evaluate contract execution and reports of consultants and contractors and report to the Project Coordinator and Project Steering Committee on a regular basis;
  9. Develop and monitor M&E mechanism to track gender impacts of the Project;
  10. Ensure the implementation of the project Gender Action Plan, and report the progress and/or achievement of the performance indicators and targets related to gender through the project quarterly, semi-annual and annual reports, and the completion report;
  11. Ensure that the project consultants’ services and deliverables are closely linked with gender-related activities and performance indicators/targets of the DMF and GAP;
  12. Conduct a qualitative assessment of the project benefits from a gender perspective;
  13. Monitor usage of the loan funds for intended purposed;
  14. Support the PIU Financial Management Specialist in ensuring the compliance with all financial covenants and other obligations stated in the loan agreement;
  15. To organize and prepare the supportive information to the discussion point for the MLSP monitoring and evaluation working group meetings, and finalize meeting minutes, and deliver recommendation and decisions to working group members and other stakeholders;
  16. Identify bottlenecks and problems that negatively affect smooth implementation of the project and propose remedial measures to PIU, MLSP and ADB;
  17. Contribute to the planning of new activities under the project based on the findings of the evaluation;
  18. Upon the completion of the project, assist and collaborate with PIU staffs on and provide inputs to preparation of Project Completion Report; and
  19. Perform other relevant tasks that would help the successful implementation of the assignment.
  1. Deliverables:
  1. Monitoring and Evaluation report of the project;
  2. The project quarterly, semi-annual and annual reports are prepared and submitted to MLSP, MOF and ADB on timely basis;
  3. Organizational chart of consultancy service;
  4. Consolidated M&E reports are produced per types of consultant contracts;
  5. M&E framework for tracking gender impacts of the Project;
  6. Timely updated GAP progress monitoring matrix;
  7. Situational analysis report;
  8. Meeting minutes; and
  9.  Data collection, methodology, manual.
  1. Qualification Requirements for the Specialist
  • Bachelors of higher degree in public administration, public policy, business administration, sociology or applied Social Science;
  • Minimum 7-year prior working experience in monitoring and evaluation field; 
  • Prior working experience in international financial institutions, including Asian Development Bank and World Bank;  
  • Well established knowledge of the labor and social protection is preferable; and
  • Advanced or high proficiency in English.
