The Government of Mongolia has received a Loan from the Special Funds resources of Asian Development Bank (ADB) to finance Skills for Employment Project, including this Contract.

 

Ministry of Labor, Social Protection now invites eligible individual national consultants to indicate their interest in following Consultancy Services: CS54 – National TVET Training and Coordination Specialist.

1.         MINIMUM QUALIFICATIONS REQUIREMENTS

 

TVET training coordination specialist will have a graduate degree in education, instructional design, training administration and other relevant disciplines, and at least 5 years of experience in continuous professional development for school teachers and managers, preferably, in the technical and vocational education and training (TVET) sector. The specialist should have excellent written and oral communication skills in English, and proficiency in using the Microsoft office application.

 

2.         EXPECTED COMMENCEMENT OF THE SERVICES AT THE FIELD

The services are expected to commence in end of December 2019 or early January 2020. This is intermittent, part time assignment.

 

3.         SCOPE OF SERVICES AND TERMS OF REFERENCE

 

In accordance with the competency framework for TVET teachers approved by Ministry of Labor and Social Protection (MLSP) in July 2018, the training program for TVET teachers in Competency Based Training (CBT) pedagogy and assessment was developed and approved by MLSP in Septemebr 2018. The program comprises the following five modules: (i) Mongolia’s TVET sector and stakeholders; (ii) learning pedagogy and motivation theories; (iii) developing and interpreting occupational and trianng standards; (iv) CBT curriculum and assessment development; and (v) TVET quality assurance and evaluation. 41 master trainers who had been identifided from TVET providers, RMCs, and AC completed 120-hour training program in March 2019 and were assessed for certification during their first delivery of the program to TVET teachers and methodologists in May 2019. Master trainers remain yet to be certified by MLSP for them to continue delivering the program to TVET teachers and methodogists. Together with the master trainers, RMCs (Regional Methodoiligal Center) plan to deliver the TVS master trainer training programs for 14 key occupations in three priority sectors (agriculture, construction, road and transportation) were developed by professional associations and industry experts and conducted in April-May 2019 for 49 TVS (technical and vocational skills) master trainers. Those TVS master trainers developed training materials for TVET teachers, including guidelines for industry placement of TVET teachers and student internship. TVS training for TVET teachers on 14 key occupations, including industry placement, is planned to be delivered in January 2020.

 

Based on the competency framework for TVET managers approved by MLSP in July 2018, two ad-hoc training programs, one developed and delivered by  the Institute of Economics and Finance, and the other by the consulting firm and the Dale Carnegie Institute, were completed in June 2019. Training materials were compiled into a handbook for TVET managers. There is need to identify an institute which will continue developing and delivering training programs for TVET managers.

 

The specialist will work with the Ministry of Labor and Social Protection (MLSP), employers, industry and professional associations, local governments, TVET Assessment Center (AC), Regional Methodological Centers (RMC), TVET providers and master trainers to plan, organize, monitor and evaluate training for TVET teachers in competency based training (CBT) pedagogy and assessment, technical and vocational skills (TVS), and for TVET managers in industry-driven TVET management. Specifically, the specialist will:

  • Assist MLSP and other stakeholders in planning and preparing for the delivery of training programs for TVET teachers on CBT pedagogy and assessment, TVS, the industry placement of TVET teachers and student internship, and the development and delivery of training programs for TVET managers; prepare training program descriptions, lists of trainees and trainers, and cost estimates for approval by MLSP, Ministry of Finance, and ADB.

 

  • Provide coordination and organizaitonal support for MLSP, RMCs, and other stakeholders to deliver training programs for TVET teachers and managers, place TVET teachers in industry, and arrange student internships.

 

  • Ensure that training programs, industry placement, and student iinterships are delivered within the approved cost estimates and all financial documentation is collected to substantiate the expenses under the guidance of PIU.

 

  • Compile feedback on training manuals/materials from training participants for further improvement; in collaboration with MLSP and other stakeholders, review and revise training manuals/materials; and ensure that training manuals/materials are free of gender stereotypes and biases.   

 

  • Prepare cost estimates and other documents for the printing and distribution of training manuals/materials under the guidance of PIU.

 

  • Conduct post training evaluation survey with training participants and prepare training monitoring and evaluation reports.  

 

  • Assist MLSP and other stakeholders in planning, preparing, and organizing the assessment and certification of master trainers on CBT pedagogy and assessment and TVS for 14 key occupations, and registering certified master trainers at AC.

 

  • Assist MLSP and other stakeholders in identifying and preparing an institute which will continue developing and delivering training programs for TVET managers by ensuring that all relevant materials concerning TVET manager training developed under the project are transferred to the institute, and arranging training and other activities and support, if necessary, for the institute to undertake the responsibility.

 

  • Prepare quarterly and annual training, industry placement, and student internship progress reports as inputs to the project quarterly and annual progress reports.

 

Deliverables:

  • Detailed work plan prepared in consultation with MLSP and other stakeholders and agreed.
  • Report 1 which includes (i) detailed plans for the delivery, monitoring and evaluation of training programs for TVET teachers on CBT pedagogy and assessment, TVS for 14 key occupations, industry placement of TVET teachers and student internships; (ii) detailed training program description, list of participants, and cost estimate for each of the training programs and associated printing and distribution of training manuals/materials; (iii) methodology and plan for assessing, certifying and registering master trainers on CBT pedagogy and assessment, and TVS for 14 key occupations prepared in consultation with MLSP and other stakeholders and agreed; and (iv) methodology and plan for identifying and preparing an institute which will continue developing and delivering training programs for TVET managers prepared in consultation with MLSP and other stakeholders and agreed.
  • Report 2 which includes (i) training monitoring and evaluation report (including financial report) for each of the training programs organized in 2020; (ii) master trainer assessment, certification, and registration progress report; (iii) TVET manager training institute progress report; and (iv) quarterly and annual training, industry placement, and student internship progress reports in 2020.

 

4.         CLIENT’S INPUT AND COUNTERPART PERSONNEL

 

(a)        Services, facilities and property to be made available to the Consultant by the Client: table, chair, access to printer, copier, internet at PIU office.

(b)        Professional and support counterpart personnel to be assigned by the Client to the Consultant: Not applicable.
