Mongolia has received a Loan from the Asian Development Bank (ADB)to implement the Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project, and intends to apply a portion of the proceeds of this Loan to eligible payments to establish “Development Center” for children and adults with disabilities in 6 provinces and “Employment Resource Center” for persons with disabilities (PWDs) in Ulaanbaatar city.
Ministry of Labor and Social Protection invites eligible consulting firms to express their interest in providing the consulting services for detailed engineering design, cost estimate and construction supervision for Development Centers in 6 provinces and Employment Resource Center in Ulaanbaatar city. Expression of interest (EOI) will be in the English language and in the prescribed format indicated in the http://csrn.adb.org or at http://mlsp.gov.mn/ under icon мэдээ мэдээлэл – мэдээ. The EOIs shall be assessed based on Management Competence (20%) and Technical Competence (80%) criteria. Based on the evaluation of EOIs, shortlisted consultants will be invited to submit Simplified Technical Proposal and Financial Proposal through the Request for Proposal (RFP). The selection process under the RFP shall be carried out in accordance with the Quality and Cost Based Selection (QCBS at 90:10 ratio) procedure of ADB’s Guidelines on the Use of Consultants.
