LOAN 3086-MON: Additional Financing of Food and Nutrition Social Welfare Project Terms of Reference FOR FINANCIAL MANAGEMENT SPECIALIST IN THE  PROJECT IMPLEMENTATION UNIT

BACKGROUND OF PROJECT

The Ministry of Labour and Social Protection (MLSP) is implementing L3086-MON: Additional Financing of Food and Nutrition, Social Welfare Project financed by the Asian Development Bank (ADB). The Project has two outputs: (i) upgrading information technology (IT) processes and systems to deliver more efficient and transparent social welfare and social insurance services; and (ii) reforming social welfare and strengthening social protection. The MLSP is seeking to recruit an experienced and qualified individual for the Financial Management Specialist position in the Project Implementation Unit (PIU)

SCOPE OF SERVICES

The Financial Management Specialist shall carry out overall financial oversight of the project, including developing, guiding, and directing financial management and accounting systems, prevent financial risks to face during project implementation, submit the accurate status on financial activities accordingly to the relevant authorities and project stakeholders. The specialist shall work under the direct supervision of the Project Manager of the PIU.

DETAILED TASKS AND RESPONSIBILITIES

The main tasks and responsibilities include the following activities but not limited to:

  1. Responsible for overall financial oversight of the project, including developing, guiding, and directing financial management and accounting systems to support disbursement of loan proceeds with the objective of ensuring efficiency and effectiveness;
  2. Plan, manage and coordinate all disbursement activities in consultation with the MLSP and the Ministry of Finance (MOF) in compliance with financial covenants of the loan agreement and ADB’s Loan Disbursement Handbook;
  3. Prepare the annual budget, the contract award and disbursement projections and ensure monitoring of the project fund utilization and timely disbursement of funds;
  4. Ensure that all expenditures are properly authorized on the appropriate payment vouchers and supported by required original receipts, invoices, claims and supporting documents;
  5. Prepare the project monthly financial reports and reconciliation statements;
  6. Prepare withdrawal applications and related financial documents for ADB’ review in compliance with ADB’s Loan Disbursement Handbook to ensure steady flow of funds;
  7. Ensure that the financial documents are available for annual and final audits in compliance with financial covenants of the loan agreement and ADB’s Loan Disbursement Handbook and prepare financial statements and other reports as required;
  8. Prepare the project monthly, quarterly and annual financial reports on the project funds utilization and disbursement status and submit to the management for consolidation;
  9. Ensure that PIU assets and vehicle (office furniture and equipment) are registered and recorded in the asset records in accordance the GOM procedures;
  10. Monitor and review petty cash expenditures and conduct a surprise count of petty cash on regular basis;
  11. Process all types of payments to consultants, contractors and service providers on timely basis and maintain accurate filing system for financial records and PIU administration for future reference; and
  12. Conduct any other tasks deemed necessary in conjunction with the successful implementation of this assignment.

QUALIFICATION REQUIREMENTS

  • Bachelors or higher degree in accounting and finance. A Certified Public Accountant (CPA) will be an advantage;
  • A minimum of 5 years of continuous work experience on accounting and financial management;
  • Work experience in the international financial institutions (IFIs), particularly in ADB and World Bank financed projects is preferable;
  • Good communication skills to interact with all levels of project stakeholders;
  • Have a sound knowledge of the project management, financial management and disbursement procedures;
  • Have an ability to deal with difficult and complex situations;
  • Have high standards of professional and work ethics;
  • Good team player; and
  • Proficient in English language.
