BACKGROUND OF PROJECT
The Government of
Mongolia is implementing the “Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project” (the
Project) with the financing of concessional loans and grant from the Asian
Development Bank (ADB).
The Project aims to increase access to services and
employment for persons with disabilities (PWD) to increase their autonomy and
contribution to the economy and society in general.
The project has five outputs:
Output 1. Early identification of
children with disabilities strengthened and institutionalized.
Output 2. Service delivery for
persons with disabilities improved.
Output 3. Access to the physical
environment improved.
Output 4. Work and employment for
persons with disabilities improved.
Output 5. Strategic development to
support persons with disabilities implemented.
The Ministry of Family, Labor and
Social Protection (MFLSP)/Ministry is the
Executing Agency and is responsible for ensuring the coordination of
sector policies and programs, providing policy support for the effective
implementation of the project, and the Project Implementation Unit (PIU) is

This is the
full-time position at PIU, output based-contract will be administered by the
Finance Minister’s Order №4 dated 21 January 2021 on “Regulation on utilization
of proceeds of foreign loans of the Government; implementation, administering,
financing, monitoring and evaluation of projects and programs funded by such proceeds”.
The MFLSP
will select the national consultant following ADB’s “Guideline on the Use of
Consultants by the ADB and its borrowers” (as
2013 and amended from time to time).
Tasks and Responsibilities:
Key duties of this
position: Assist the Ministry in implementing the project outputs 2, 3 and 5 in the service
delivery for PWD, the access to the physical environment; and implementation
of the strategic development to support PWDs, and ensuring the statistical data
of PWDs.
In
close coordination with the MFLSP, and under the supervision of the Project
director and Project Coordinator, and the Disability specialist’s
responsibilities include:

Assist the Ministry in developing policies and
regulations on strategic support for the inclusion of PWDs;

Liaise with project stakeholders at all levels to
ensure smooth implementation of the project and policy development in line with
the Project Design Monitoring Framework (DMF) and Gender Action Plan (GAP);

Supervise consulting firms and individual consultants
ensuring their deliverables are targeting the policy objective and outputs of
the project;

Oversee the development and implementation of the
enforcing the legal and regulatory framework on physical accessibility norms,
and wide inclusion of PWDs in enforcement mechanisms; and access to affordable
quality orthopedic devices and assistive technology;

Support the Ministry in ensuring statistical data of
PWDs with the information needs and available resources;
- Ensure project
implementation in line with concluded contracts, approved budgets and plans;

In close cooperation with MFLSP, GAD for PWD, PIU
develop training program, agenda, training package/ materials, and conduct
consultation workshop and training on introduction of new proposals;

Analyze and summarize the comments obtained from
Government organizations, DPOs, and PWDs, and incorporate them in policy
formulation documents;

Support the Project Coordinator and M&E specialist
in monitoring the progress status of the project key activities with
milestones;

Enter project related data and information into
Management Information System as instructed, update regularly, oversee and take
responsibility for accuracy of the information.

Report in timely and accurate manner as required;

Provide translation and interpreting support as
required;

Other tasks assigned by the Project Director and
Project Coordinator.
SUPERVISION AND
REPORTING
-
The Disability
specialist will report to the Director-General of the Department/Project
Director at MFLSP and the Project Coordinator.

Work
progress will be presented during the Working Group meeting or other meetings
as required.
CONTRACT DURATION
-
The contract duration is 12 months with 3 months of
probation period. The contract is extendable subject to satisfactory
performance and in line with project lifetime.
MINIMUM QUALIFICATION CRITERIA
Education |
- Graduate degree in
social work, or the allied social sciences or equivalent; |
Work
experience &
skills |

At least ten years of work experience in the policy
design, development and implementation of services for people with
disabilities; -
Three years demonstrable experience in liaison with
government at national and sub-national levels; -
Experience in conducting training and capacity
building is desirable. |

Excellent writing skills and fluency in Mongolian
and English; |
Computer
literacy |

MS Office proficiency such as Word, Excel,
PowerPoint, and etc., -
Excellent web research and navigation skills. |
