B. Objective/Purpose of the
Assignment: The
Government of Mongolia is implementing the "Ensuring inclusiveness and
service delivery for persons with disabilities project" (Project) with
Loan No.3605 from the Asian Development Bank (ADB). The project aims to
ensure the inclusiveness of persons with disabilities, improve service at the
Ulaanbaatar city and province-level, increase employment opportunities for
persons with disabilities, and assure their independence and economic
contribution. The
project has the following components to meet the needs of children with
disabilities and persons with disabilities. Component 1: Early identification
of children with disabilities strengthened and institutionalized. Component
2: Service delivery for persons with disabilities improved. Component 3: Access
to the physical environment improved. Component 4: Work and employment for
persons with disabilities improved. Component 5: Strategic development to

C. SCOPE OF WORK:
Duties and Responsibilities: - Coordinate the training implementation of project
output 1 related to early identification of children with disabilities (CWD)
and early intervention system tools; - Coordinate the training implementation of project
output 2 related to the service delivery for persons with disabilities (PWD); - Coordinate the training implementation of project
output 5 related to the reform of the welfare system for (PWDs), and
introduce and institutionalization of the International Classification of
Function (ICF); Scope of Work: - Liaise with government and non-government
agencies and organizations at all levels to ensure smooth implementation of
the training activities; - Oversee the development and implementation training
of the early identification and early intervention Tools and Portage home
visiting; Curriculum development and Service strengthening; and Social
welfare reform for PWD and implementation of ICF; to be performed by
consulting firms recruited under the project; - Support MLSP and MOH and consulting firms to
build capacities training relevant to output 1, output 2, and on social
welfare reform and ICF of output 5; - Support and coordinate training communication of
stakeholders including MLSP, MOH, Universities, Colleges, DPOs, consulting
firms, government implementing agencies and units, etc.; - Support
administrative routines of training financing under the guidance of a
financial specialist, such as data entry to relevant project systems,
delivering transaction orders to MOF and banks, etc; -
Support MLSP to coordinate and conduct overseas
study visits for officials from employment institutions and DPOs to
demonstrate new practices and working methods in employment measures of PWDs; -
Support and coordinate communication of
stakeholders including MLSP, DPOs, Media steering groups, policymakers,
public employment offices, media leaders, consulting firms, government
implementing agencies and units, etc; -
Support MLSP to coordinate study tour/s for
government and DPO members of the Council to improve awareness of
international best practices for defining the list of assistive devices and
equipment; -
Support consulting firm and MLSP to organize a
conference on disability awareness and attitude change toward the PWDs; - Other tasks as assigned by the Project staff; |
D. CONSULTANT’S QUALIFICATIONS/SELECTION CRITERIA
Education: |
Masters or higher degree in health and public finance, the social
sciences, or education field; |
Work Experience & Skills |
At least 3 years of working experience in health or public finance, or
organizational management.
At least 3 years of experience in working or communicating with
ministries and government agencies;
Experience in conducting training and capacity building is preferable; |
Language proficiency: |
Excellent knowledge of both English and Mongolian in writing and
speaking; |
Computer literacy: |
MS Office proficiency such as Word, Excel, PowerPoint, etc., and excellent web research
and navigation skills |

D. CONTRACT DURATION
The initial duration of the contract is 12 months with 3 months of
probation. The contract is extendable subject to satisfactory performance.
