Individual Consultant)
Duration of Assignment: 6 Person Months
BACKGROUND
The Government of Mongolia is implementing the "Ensuring inclusiveness and service delivery for persons with disabilities project" (Project) with a loan from the Asian Development Bank (ADB). The overall aim of the project[1] is ensuring access to employment for a person with disabilities (PWDs) by increasing access to services and livelihoods and self-reliance of PWD.
Key project stakeholders and institutions include the project Executing Agency (EA) which is the Ministry of Labor and Social Protection (MLSP); the Implementing Agencies (IAs), including the EA´s Population Development Department of MLSP, and the Ministry of Health (MOH) on early identification of CWD; the local authorities and the disabled people's organizations (DPOs).
The project outputs are 1) Early identification of children with disabilities (CWD) strengthened and institutionalized; 2) Service delivery for PWD improved; 3) Access to the physical environment improved; 4) Work and employment prospects of PWD improved; and 5) Strategic development to support PWD implemented.
Under output 2 the MLSP intends to build and equip the Development centers for PWDs at project sites (Dornod, Khovd, Darkhan-Uul, Khuvsgul, Arkhangai, and Dundgovi aimags). It has one to two-story with basement floor and the building area is 1950 m2, and the design concept reflects the universal design principals[2] and local building codes, regulations and standards, and environmentally friendly and energy-efficient, that are accessible for people with disabilities. Under output 4 the MLSP will establish the Employment center for PWDs and provide services through a variety of centers such as job mediation center, self-independent living center, assistive technology through business incubator center, job coaching and case management center so on, strengthen the participation of PWDs by monitoring for compliance with the regulation on employment for PWDs. The employment center has eight stories no-basement floor and the building is around 3500 m2.
OBJECTIVES OF THE ASSIGNMENT
The objective
of this consultancy service
is to support the
MLSP and PIU in monitoring and coordinating the implementation of the
Environmental Management Plan (EMPs) for all construction works under the
project.
QUALIFICATION
REQUIREMENTS
- At least a Master’s degree in environmental sciences, environmental engineering, or a related field;
- At least 5 years of experience in coordinating the implementation of project environmental management plans;
- At least one project experience financed by international financial institutions, particularly by ADB;
- High professional and personal integrity;
- Excellent communication and interpersonal skills;
- Excellent command of the English language;
- Ability to collaborate effectively with the relevant stakeholders and implementing agencies;
- Ability to function independently and collaboratively in a team environment;
- Organizational skills with the ability to handle multiple assignments;
- Trustworthy.
