Project Title. Skills for Employment Project
Mongolia has received a Loan from the Special Funds resources of Asian Development Bank (ADB) to finance Skills for Employment Project, including this Contract. The objective of the Project is to enhance the responsiveness of the TVET system to labor market demand and to support senior secondary education reform.
The Ministry is now hiring Education Specialist (Senior Secondary STEM subjects) for the Project Implementation Unit. The Project Implementation Unit assumes day-to-day management of the project and is responsible for coordinating and implementing project activities.

DETAILED QUALIFICATION CRITERIA AND TERMS OF REFERENCE (TOR)
EDUCATION SPECIALIST (SENIOR SECONDARY STEM SUBJECTS) (24 PERSON-MONTHS)
The Education Specialist (Senior Secondary STEM subjects) will have a graduate degree in education, education and training administration, and other relevant disciplines and at least 7 years of experience in planning and managing education and training programs, projects and activities, preferably at senior secondary level. Knowledge and experience of science and technology subjects are a plus. Written and oral English proficiency and computer skills are required. The Education Specialist will work with MECSS under component 4 of the project. Specifically, the Education Specialist will:
- Coordinate and manage all stakeholders involved in the preparation and implementation of the senior secondary education reform, such as the Ministry of Education, Culture, Science and Sports, Institute of Education, Education Evaluation Center, Institute of Teacher Professional Development, teacher training institutions, higher education institutions, TVET providers and consultants recruited under the project;
- Plan and manage project activities related to the preparation and implementation of the senior secondary education reform in accordance with the project implementation schedule, the annual action plan and the methodologies, strategies and procedures specified in the project administration manual;
- Facilitate the work of consultants responsible for the preparation and implementation of the senior secondary education reform, public communication and others, and manage the flow of communication between the consultants, the Project Coordinator responsible for component 4, the Ministry of Education, Culture, Science and Sports, and ADB;
- Monitor progress in the work of consultants responsible for the preparation and implementation of the senior secondary education reform, public communication and others in accordance with the terms of reference, the project implementation schedule, the annual action plan, and the project administration manual, review and comment the consultants’ reports and outputs, provide guidance for the consultants, and take corrective actions and measures in case of any breach of contract and performance issues; advise the Ministry of Education, Culture, Science and Sports and the Project Coordinator on payments to the consultants;
- Assist the Project Coordinator in preparing annual action plans and budgets for the project concerning activities related to the preparation and implementation of the senior secondary education reform;
- Prepare and/or revise terms of reference and update relevant parts of the project administration manual, if necessary; assist the Procurement Specialist in recruiting consultants;
- Assist the M&E Specialist in monitoring project activities related to the preparation and implementation of the senior secondary education reform and in preparing relevant sections of quarterly and annual reports.
