Project Title. Ensuring Inclusiveness and Service Delivery for Persons with Disabilities Project

The Government of Mongolia is implementing the "Ensuring inclusiveness and service delivery for persons with disabilities project" (Project) with Loan No.3605 from the Asian Development Bank (ADB). The Project aims to support the employment of persons with disabilities (PWD) by increasing access to services and livelihoods and self-reliance of PWD in Ulaanbaatar and the provinces (aimags) and thereby increasing their contribution to the economy and society.

The project aims to establish Development Centers for people with disabilities in 6 aimags and Employment Resource Center in Ulaanbaatar city. The Dornod, Khovd, Darkhan-Uul, Khovsgol, Arkhangai and Dundgovi aimags have been selected to build the six centers. The Ministry of Labour and Social Protection (EA) has recruited the consulting firm to develop detailed design and cost estimates of the development centers and Ulaanbaatar Employment Resource Center.

The objectives of this consultancy is to support EA and PIU in monitoring the deliverables of the design consulting firm (C1) and coordinate the inputs of EA and the design firm in the design process. The consultant will be work for 4 months intermittently over the 8-month period.

Expertise: Architect to support PIU and EA in monitoring the deliverables of the design consulting firm (C10)

Scope of Works:

The consultant shall:

1. Assist the EA[M1]  in applying for building permits including land permits, location, heating, plumbing, mechanical and electrical permits in a timely manner;
2. At the sketch and working drawing stages, assist the EA in applying for reviews by the Specialized Inspection Agency, National Emergency Management Agency and its aimag offices to determine compliance with health and fire safety requirements;
3. Check the completeness and quality of the completed design drawings for each site and accept, on behalf of EA complete sets of design drawings, and oversee the accuracy of the cost estimates, against the list of deliverables specified in the design firm’s Terms of Reference and contract after ensuring that the design firm fully addresses the corrections and requirements made by the relevant review authorities in the final design drawings;
4. Assist the EA and PIU in examining the drawings to ensure that the design drawings meet the Universal Design principles, Construction Code, MNS standard and relevant laws, procedures and regulations of Mongolia, and other standards set in the Contract document;
5. Report to the EA on the work progress of the design firm by each site;
6. Assist the EA and PIU in monitoring the deliverables of the design firm against its work plan and deliverables schedules and assist the EA to address any delays on the part of the EA;
7. Support EA in conducting the reconstruction assessment as needed and ensure the completeness of the entire process for preparing and commencing the construction work.

 

OUTPUTS/DELIVERABLES:

The consultant shall submit a progress report at the end of each month worked. The report shall consist of:

a)  Progress of design drawing by each site against the design firm’s work schedule and deliverable plan

b)  Site inspection with photo documentation

c)  Recommendations on main issues and solutions

d)  Recommendations given to the EA and design firm and follow up actions

 

Qualifications/selection criteria for the position:

• The candidate must be an architect with at least 10 years of graduate experience and specific experience in planning and project management of architectural design drawings of public buildings, and experience in obtaining state expertise approval for the design drawings of at least 3 facilities.

Computer literacy: High level of computer literacy, including MS Office, AutoCAD, and other skills as well.
