Amendments Approved to Regulations on Social Welfare Pensions and Benefits
At its meeting on January 28, 2026, the
Government of Mongolia discussed and approved a draft resolution introducing
amendments to the Regulations on the Duration and Provision of Social
Welfare Pensions and Benefits.
The amendments aim to simplify the process for
providing social welfare pensions and benefits, address citizens’ feedback and
complaints, reflect findings from scheduled inspections, and incorporate
amendments to the Law on Social Welfare made in accordance with
the Law on Child Protection. The key changes include:
· Determining and extending eligibility for
permanent care based on supporting documents or through electronic means,
without requiring citizens to appear in person, thereby reducing administrative
burdens;
· Using information and technology solutions to
determine and extend the need for permanent care and its duration for citizens
who are abroad, members of herder households engaged in seasonal migration, or
individuals receiving medical treatment outside their place of permanent
residence, without requiring in-person attendance;
· Depositing social welfare pensions and benefits
for children placed in specialized care institutions into bank accounts,
handing them over upon reaching adulthood or leaving care, and ensuring
appropriate oversight;
· Introducing mechanisms to assess service user
satisfaction, as well as conducting independent and public oversight to verify
the accurate identification of beneficiaries receiving pensions and benefits.
The amendments will not require additional
budgetary funding and are expected to improve the timely, efficient, and
barrier-free delivery of pensions and benefits to target groups.
