Civil Servants’ Performance to Be Made Public
Under the Government of Mongolia’s 2024–2028
Action Programme, increasing public sector productivity and improving
performance evaluation systems have been identified as key priorities. In line
with the “New Confidence, Rapid Reform” policy agenda, efforts are underway to
enhance the effectiveness of government institutions and strengthen
accountability and transparency among civil servants.
Within this framework, the Cabinet Secretariat of the Government of
Mongolia, in cooperation with the Korea
International Cooperation Agency (KOICA), is implementing the
project “Strengthening the Civil Service Performance Management System of
Mongolia.”
As part of the project, preparations have been
completed to develop and roll out a comprehensive system covering performance
planning, reporting, and evaluation for core civil servants. In 2026, a total
of 600 government organizations will be connected to the integrated system
nationwide.
The system will be piloted in January 2026 across
15 government organizations, including the Ministry
of Family, Labour and Social Protection of Mongolia, the General Authority for Social Insurance,
and the Social Insurance Division of Chingeltei
District.
Today, the Cabinet Secretariat organized a
training session at the Ministry on the introduction of the integrated
electronic performance management system for civil servants.
Currently, civil service performance planning and
reporting remain paper-based, requiring significant time to consolidate
reports. Evaluations are largely process-oriented rather than results-based,
limiting opportunities for meaningful analysis and lacking inter-agency
coherence.
With the introduction of the digital system, a
unified database will be established, enabling data-driven performance
management. The system is expected to improve oversight, accuracy, and data
integrity, create opportunities for comprehensive analysis, and enhance
transparency for citizens and the public.
