Strengthening Participatory Approaches to Implement the UN Convention on the Rights of Persons with Disabilities
The United Nations Development Program (UNDP), in
cooperation with the Standing Committee on Human Development and Social Policy
of the State Great Khural, the Subcommittee on Human Rights, and other national
stakeholders, organized a policy dialogue titled “Strengthening Participatory
Approaches to Implement the UN Convention on the Rights of Persons with
Disabilities.”
Mongolia acceded to the UN Convention on the Rights of
Persons with Disabilities in 2009, committing to ensure that persons with
disabilities enjoy equal rights and opportunities on an equal basis with
others, including access to education, personal development, employment, public
services, and the benefits of development.
The Government of Mongolia has submitted two national
implementation reports on the Convention to the United Nations. Following these
reviews, the UN Committee on the Rights of Persons with Disabilities provided
recommendations to guide further action by the Government.
In response, an action plan to implement the recommendations
issued by the UN Committee in 2023 was developed and approved by Government
Resolution No. 160 of 2025. The resolution stipulates that the implementation
progress of the action plan will be reviewed by the Government annually by
February, and the Government will present the report to the State Great Khural in
April each year.
At today’s policy dialogue, Ms. L. Munkhzul, State Secretary
of the Ministry of Family, Labour and Social Protection, participated and
provided information on the policies being implemented. She called for
concerted efforts at all levels to ensure the effective implementation of the “Action
Plan for Implementing the Recommendations of the UN Committee on the Rights of
Persons with Disabilities to the Government of Mongolia for 2025–2031.”
