Revised Draft of the Social Welfare Law Presented to Civil Society Organizations
The Ministry of Family, Labour and Social Protection, in
cooperation with the NGO “Monfemnet National Network,” organized a meeting to
present the revised draft of the Social Welfare Law and accompanying
legislative proposals to representatives of civil society organizations,
including leaders and board members from more than 30 organizations.
Opening the meeting, Ms. L. Munkhzul, State Secretary of the
Ministry, highlighted that the revised draft law was developed with the aim of
separating child- and family-oriented services from social welfare policy;
linking social welfare measures to employment to support households and
individuals in overcoming poverty; and expanding services aimed at supporting
low-income and vulnerable households to improve their livelihoods and live
independently.
Civil society representatives proposed increasing and
clearly defining services tailored to the specific needs of target groups such
as the elderly, persons with disabilities, low-income households, and survivors
of violence. They also emphasized the importance of focusing not only on
income-based criteria but also on creating opportunities, as well as providing
educational support to children from low-income families
