Young People Prioritize Work Environment, Organizational Culture, and Flexible Hours

The Ministry of Family, Labour and Social Protection, in collaboration with YOUTHinc – the Mongolia Young Professionals Network and with support from the Asian Development Bank, organized the Youth Employment Forum on 30th October 2025.

The forum aims to amplify young people’s voices, discuss employment and career development, and refine human resource and labour market policies to align with current needs. More than 200 participants including representatives from government, the private sector, international organizations, civil society, educational institutions, students, and youth are taking part, ensuring broad and inclusive engagement.

In his opening remarks, Minister for Family, Labour and Social Protection Mr. T. Aubakir stated:
“Fully utilizing the knowledge and talent of young people is fundamental to economic growth and sustainable social development. The ministry implements a wide range of initiatives to support youth employment, and we aim to further improve related policies based on young people’s input, participation, and research findings.”

Approximately 30 percent of Mongolia’s population is aged 15–34, and projections indicate that this age group will make up the majority of the labour force in the medium term.

During the forum, the Ministry and the Asian Development Bank presented preliminary findings from two studies:

·         Transition of Mongolian Youth from Education to Employment, and

·         Assessment of Public Employment Services.

While youth participation in the labour market has improved in recent years, challenges remain regarding employment in their field of study, meeting job requirements, and attitudes toward work. Preliminary research results show that young job seekers often rely on informal channels or personal connections to find work—a practice that may negatively affect labour contract compliance and the protection of workers' rights.

At the same time, the findings reveal that young people place greater importance on work environment, organizational culture, and flexible working hours, rather than salary alone.
