Comprehensive Services for Senior Citizens Introduced
As of 2025, the amendments to the Law on Senior Citizens
have come into effect, introducing a new type of support called “Comprehensive Services” for
the older peoples. Under this framework, a holistic assessment of seniors’
physical, cognitive, health, and social conditions will be conducted, based on
which tailored services will be provided.
Through the comprehensive assessment, elderly individuals
experiencing relatively poor health conditions and requiring care will be
enrolled in specialized care services. These include day care, home-based
services, and temporary or long-term institutional care.
Meanwhile, elderly who are relatively healthy and capable of
living independently will have access to services that promote active aging at dedicated centers.
These services encompass information and referral, physical exercise, healthy
nutrition programs, various training sessions, psychological counseling and
support, volunteer activities, as well as cultural and recreational events such
as dance and arts programs.
Selection of private entities and non-governmental
organizations to deliver these services is being organized by provincial and
district social welfare departments. Nationwide, around 40 organizations have
already been contracted and commenced operations, while some provinces and
districts are continuing their selection processes.
Senior citizens can obtain detailed information on where and
how to access these services from social workers in their respective khoroos
and soums, as well as from provincial and district labour and social welfare
agencies.
