Training Employment Service Consultants Based on Japan’s Model
The Ministry of Family, Labour, and Social Protection, in collaboration
with the Japan International Cooperation Agency (JICA), has been implementing
the "Project to Establish a System
Supporting the Independent Living of Target Groups in Mongolia by Promoting
Employment" since 2023.
As part of the project's second phase, the second training and consultation session for
Employment Service Consultants was successfully held on March 12, 2025. These consultants play
a key role in facilitating employment
opportunities for individuals facing challenges in the job market by
connecting them with employers.
To develop an employment service system tailored to
Mongolia’s needs, a Japan-based
Employment Model Project has been piloted in Sukhbaatar and Bayanzurkh districts of Ulaanbaatar, as well as Dundgovi
province. The recent consultation session brought together over 60 representatives from government
agencies, private sector entities, and non-governmental organizations.
During the session:
- Senior Project Advisor Chiba Hisao presented the outcomes of the project's first phase
and plans for the second phase.
- Project Advisor Tanaka Yoko introduced a one-year pilot program.
- Project Advisor Nishimura Kumiko introduced the role of an Employment Service Consultant.
As part of this initiative, selected participants from the
training program will be prepared as employment service consultants. These
participants will first attend a training program in Japan this May.
Furthermore, the project aims to strengthen collaboration
among government agencies, non- governmental organizations, the private sector,
and local communities to support individuals facing challenges in securing
employment. In addition, evidence-based policy recommendations will be
developed to enhance employment services and measures.
