Improving Accessibility and Promoting the Rights of People with Disabilities
The Sub-Council for Ensuring
the Rights of People with Disabilities, under the Ministry of Family, Labour
and Social Protection held a meeting.
There are approximately 115,000
citizens with disabilities in Mongolia, over 80% of whom are of working age.
In 2024, the Sub-Council for
Ensuring the Rights of People with disabilities has planned 28 initiatives. To
date, 10 have been fully implemented, with 18 currently underway. Key
activities include:

Revised Law on the Rights of
Persons with Disabilities:
The Sub-Council is preparing an updated version of the law, originally enacted
in 2016, for Cabinet discussion and submission to the State Great Hural
(Parliament of Mongolia).

First Law on Accessibility and
Barrier-Free Environments: This landmark legislation is under development and will
soon be presented to Parliament for review.

Modernizing Statistics and
Methodologies: By 2025, the international classification of functioning,
disability, and health (ICF) will be integrated into selected services, and
statistical forms and methodologies will be updated.
· Establishment of Support Centers: Centers dedicated to supporting the development of children with disabilities requiring constant care will be established and strengthened at both central and local levels.
A thorough assessment of accessibility and inclusiveness across sector buildings and facilities will be carried out. Furthermore, a unified strategy aimed at enhancing awareness and fostering positive attitudes toward disabilities among sector employees will be formally approved and implemented, ensuring substantial progress. In addition, a nationwide inspection will be conducted to monitor and enforce compliance with Article 144 of the Labour Law.
