Improving Accessibility and Promoting the Rights of People with Disabilities

The Sub-Council for Ensuring the Rights of People with Disabilities, under the Ministry of Family, Labour and Social Protection held a meeting.

There are approximately 115,000 citizens with disabilities in Mongolia, over 80% of whom are of working age.

In 2024, the Sub-Council for Ensuring the Rights of People with disabilities has planned 28 initiatives. To date, 10 have been fully implemented, with 18 currently underway. Key activities include:

·         Revised Law on the Rights of Persons with Disabilities: The Sub-Council is preparing an updated version of the law, originally enacted in 2016, for Cabinet discussion and submission to the State Great Hural (Parliament of Mongolia).

·         First Law on Accessibility and Barrier-Free Environments: This landmark legislation is under development and will soon be presented to Parliament for review.

·         Modernizing Statistics and Methodologies: By 2025, the international classification of functioning, disability, and health (ICF) will be integrated into selected services, and statistical forms and methodologies will be updated.

·         Establishment of Support Centers: Centers dedicated to supporting the development of children with disabilities requiring constant care will be established and strengthened at both central and local levels.

A thorough assessment of accessibility and inclusiveness across sector buildings and facilities will be carried out. Furthermore, a unified strategy aimed at enhancing awareness and fostering positive attitudes toward disabilities among sector employees will be formally approved and implemented, ensuring substantial progress. In addition, a nationwide inspection will be conducted to monitor and enforce compliance with Article 144 of the Labour Law.
