Policy Recommendations from UNICEF
The Minister of Family, Labour, and Social
Protection, L. Enkh-Amgalan, met with Andrea Rossi, Social Policy Advisor for the UNICEF East and
Southeast Asia Regional Office. During their consultation, Mr. Rossi presented
the report titled “Promoting
Social Participation and Livelihood Support for Children in Mongolia:
Evidence-Based Decision Making and Recommendations”. This meeting was
part of a broader discussion on Social
Policy and Child Protection, organized by the Standing Committee on Social Policy of
the State Great Khural
(Parliament), the Subcommittee
on Sustainable Development Goals, and UNICEF.
In Mongolia, with a
population of 3.5 million, 37.1% or approximately 1.2 million are children. Sadly,
more than 70% of
violence against children occurs within the family environment, highlighting the critical need for effective
child protection measures.
While the amended Child Protection Law was
adopted and came into effect on September
1, 2024, passing the law is only part of the solution. The true
challenge lies in its effective
implementation across all areas of society to ensure that children are protected and their
rights are upheld.
To support the
implementation of child protection policies and the creation of a robust
national child protection system, policy recommendations will be sought
from UNICEF. These
recommendations will focus on strengthening
child protection frameworks and enhancing the livelihood support for children,
ensuring their social
participation and access to necessary services and protection.
