Mongolia Strengthens Social Protection for Citizens Abroad with New Agreements

According to the Ministry of Foreign Affairs of Mongolia, approximately 210,000 Mongolian citizens are living and working abroad. To provide social security for these citizens, the Government of Mongolia has established cooperation agreements with several countries in the field of social protection. These agreements aim to create a legal basis for Mongolians to receive pensions and allowances as citizens of those countries. Currently, social protection agreements are in place with six countries: the Russian Federation, the Republic of Korea, Hungary, the Republic of Poland, the Republic of Turkey, and the Czech Republic.

In a recent government meeting, it was decided to support the draft "Agreement on Cooperation between the Government of Mongolia and the Government of the Republic of Kazakhstan on Pension Issues" and submit it to the relevant standing committee of the Parliament. This agreement will enable citizens of Mongolia and Kazakhstan to participate in the social insurance systems of both countries with equal rights and provide a legal framework for determining and transferring pensions. Key provisions include:

  • The period during which a Mongolian citizen worked in Kazakhstan and paid contributions before 1998 will be recognized by Mongolia for pension calculations.
  • A person who became a Kazakhstan citizen after being a Mongolian citizen will have their pre-1998 contributions in Mongolia recognized by Kazakhstan for pension purposes.
  • Mongolian citizens who have paid contributions to Kazakhstan since 1998 will be eligible to obtain a savings pension from Kazakhstan and transfer it to Mongolia.

As of 2023, 8,036 Mongolian citizens reside in Republic of Kazakhstan and 564 Kazakhstan citizens reside in Mongolia. The Government of Kazakhstan discussed and supported the draft agreement on today, authorizing the Minister of Labor and Social Protection of the Population of Kazakhstan to sign the agreement.June 12

The Government of Mongolia will finalize the agreement in consultation with the relevant standing committee of the Parliament. The agreement will come into effect once it is signed by both parties and ratified by the parliaments of both countries.

Additionally, the Ministry of Labour and Social Protection of Mongolia is working on concluding a social protection agreement with the Republic of Austria, renewing the agreement with Russian Federation, and has submitted proposals to Sweden, Japan, and Canada.
