Over 1000 households Now Engaged in 11 types of home-based production to increase their income
To implement Mongolia’s long and medium-term policy objectives and to transition from welfare to employment, the Ministry of Family, Labour and Social Protection, with the support of the Asian Development Bank’s “COVID-19 Pandemic Response Social Protection Project-Phase 2” implemented a pilot program based on the internationally recognized Graduation Approach from 2022 to 2025.
As part of this program, a total of 1259
households from Songinokhairkhan, Bayanzurkh, and Chingeltei districts of
Ulaanbaatar were involved for 36 months. On July 20, 2025, the closing ceremony
of the program was held.
This program aims to reduce
multidimensional poverty through a comprehensive, phased methodology that enhances
livelihoods, social and economic participation, and ultimately enable
beneficiaries to develop sustainable sources of income and improves their
access to social protection.
Each household was provided with tailored
business opportunities and essential equipment to help them become self-reliant
and establish stable income sources. As a result, 1032 households are now
running home-based businesses in 11 different sectors, significantly increasing
their incomes.
According to monitoring data, 80.6% of
participating households have actively started using the equipment provided to
engage in home-based production. In addition, 67 collective savings groups have
been formed among these households, enabling families to invest in their
education, health, basic needs, and small businesses.
