Discussion held on the Development of the national productivity master plan

The Ministry of Family, Labour and Social Protection, in collaboration with the Asian Productivity Organization (APO) and the Mongolia Productivity Center, held a national dialogue on the formulation of a “National Productivity Master Plan”.

The event was attended by L. Munkhzul, State Secretary of the Ministry of Family, Labour and Social Protection, along with policymakers, experts, and officials in the sector, including international experts from the APO-Dr.Mohd Yusof Saari, Dr.Muzaffar Shah Habibullah, and Addzahir Ifwad Addzman also participated and delivered presentations.

The discussion aligns with the Government of Mongolia’s 2024-2028 Action Plan, which includes initiatives to promote remote and digital employment, support knowledge-based work, and implement the “Productivity Revolution” initiative across all levels.

The main objective of the session was to lay the groundwork for the development of the National Productivity Master Plan, raise awareness, and share good practices to strengthen productivity strategies nationwide.

According to Mongolia’s 2024 Labour Market Supply and Demand Forecast, the country’s average labour productivity per capita is significantly below international benchmarks. For example, while high-income countries average USD 88,800, Mongolia’s labour productivity is 11.3% lower than the global average and 5.4 times lower than that of South Korea, where high productivity is closely linked to higher wages.

In Mongolia, the mining and information technology sectors are currently leading in terms of both productivity and average wages.
