Minister for Family and Labour, Social protection Mr. L. Enkh-Amgalan introduces Sectoral Policy Reforms to Ambassadors of EU Member States
On
May 19, 2025, Minister of Family, Labour and Social Protection L. Enkh-Amgalan
met with ambassadors of European Union member states accredited to Mongolia and
presented the sectoral policy reforms planned for the 2024–2028 period in the
fields of family, labour, and social protection.
One
of the four main priorities of the Government of Mongolia is the Human Development Policy. Within this
framework, the government aims to reduce unemployment and poverty by 50% and
increase per capita GDP to USD 10,000. To achieve these goals, the Ministry is
preparing to submit key legislative reforms to Parliament. These include
amendments to the Law on Pensions, the Family Law, the Law on Social Welfare,
the Law on Employment Promotion, and the Law on Occupational Safety and Health.
The
reform strategy focuses on better targeting of social welfare benefits,
promoting employment, and establishing a unified data system based on big data
to deliver more effective and efficient social protection services.
During
the meeting, the ambassadors raised questions about ongoing efforts to improve
local childcare services for children aged 0–2, support women's employment,
increase access to mortgage loans, and assist citizens returning to Mongolia
after studying abroad.
Minister
L. Enkh-Amgalan emphasized that Mongolia is working to develop a care economy to enhance women’s
participation in the labour force. He also noted that financial resources from
the Accumulation Fund are being invested in mortgage financing to increase loan
accessibility.
