Developing a Model for the National Social Protection System
The Ministry of Family, Labour
and Social Protection, in collaboration with the NGO "Youth Researchers Support Fund",
is undertaking research to design a concept and framework for a National Social
Protection System. This initiative is part of the ministry's commitment to
strengthening social protection services and addressing the evolving needs of
Mongolian citizens.
The proposed model will
integrate four essential components: family and population support, employment
support, social insurance, and social welfare. Through this research, the
ministry aims to identify existing shortcomings and develop comprehensive
reforms that will enhance the system’s efficiency and effectiveness.
Public perceptions indicate
concerns over the perceived overextension of welfare programs. This
misconception arises from structural flaws, such as the distribution of
benefits like child allowances
and Mother’s Glory
medals through the Welfare Fund. Addressing these issues is a priority to
ensure the system operates equitably and sustainably.
The new model will go beyond
addressing welfare and social insurance alone. It will provide a clear and coordinated framework for all four sectors, fostering collaboration among key
stakeholders, including the Ministry of Education, the Ministry of Health, and
the Ministry of Finance.
The ultimate goal is to
establish a unified National Social Protection System that ensures access to
comprehensive, streamlined social protection services for every Mongolian
citizen throughout their lifetime, from birth to old age.
