Mongolia to Study Germany’s Best Practices in Housing for Target Groups
Minister for Family,
Labour and Social Protection L. Enkh-Amgalan met with Helmut
Kulitz, Ambassador of the Federal Republic of Germany to Mongolia, to
discuss potential cooperation in several sectors, including housing for
vulnerable groups.

1. Learning from
Germany’s Housing Practices:
Since the 1990s, Germany
has successfully provided affordable housing loans to target
groups, enabling many families to secure housing. Mongolia is keen to adopt
these best practices to address its own housing challenges, particularly for
vulnerable groups.
2. Improving Workforce
Training:
Mongolia operates
over 100 vocational training centers, providing training to more
than 10,000 citizens annually and issuing competency
certificates. While these centers are under the Ministry of Education, the
Ministry of Family, Labour, and Social Protection develops policy and
guidelines to ensure alignment with labor market demands.

Germany’s internationally recognized labor market policies
and standards were highlighted as a model for improving workforce
training and skilling in Mongolia.
3. Housing Financing
System:
Germany’s Sparkasse
Bank, in collaboration with the Bank of Mongolia, has already worked on a
project to enhance the capacity of financial workers. Expanding this project to
include housing finance reforms was proposed during the
meeting.
4. Support for Active
Aging and Elderly Care Services:
With 385,305
senior citizens in Mongolia, of whom 37,686 receive care
allowances, the country is exploring ways to improve services and support
for the elderly. Germany’s experience in elderly care systems
and services is expected to guide Mongolia in developing similar
initiatives to promote active aging.
The discussions emphasized
Germany’s expertise in housing and labor policies, which can provide Mongolia
with the tools to address social challenges, improve housing
accessibility, and develop a skilled workforce tailored to
market needs. Both sides expressed readiness to collaborate on these priority
areas, fostering long-term partnerships between the two countries.
