Disability Determination to Align with International Standards
Mongolia
currently determines disabilities based on the WHO’s ICD-10 method,
categorizing them as “loss of ability.” This approach has hindered the delivery
of appropriate services and policies tailored to the specific needs of persons
with disabilities. The United Nations Committee on the Rights of Persons with
Disabilities has recommended Mongolia improve equal access to state services,
enhance the social welfare system, and provide assistive devices suited to
individual needs.
In the
2024–2028 Government Action Program, Mongolia has committed to gradually
adopting the International Classification of Functioning, Disability, and
Health (ICF). By implementing the ICF, disabilities will be identified based on
specific functional challenges and abilities, enabling better-targeted
assistance.
A
multi-stakeholder meeting held at the Ministry of Family, Labour, and Social
Protection addressed how the ICF will assess participation in daily activities
and identify areas requiring support. The meeting also emphasized the need for
a unified action plan to integrate the ICF across sectors. Representatives from
Parliament, relevant ministries, international organizations, and NGOs
participated in the discussions.
