Shifting from Welfare to Employment: Legal Reforms and Market Changes Discussed

The Minister of Family, Labour, and Social Protection, L. Enkh-Amgalan, met with representatives from the United Union of Mongolian Labour Exchanges to discuss improving the legal environment surrounding their operations. The association plays a vital role in providing employment support services to employers, job seekers, and targeted citizen groups.

During the meeting, the association highlighted that by enhancing the legal framework, they could reach 12,000 people annually and secure permanent jobs for 6,000 individuals. They emphasized the importance of shifting from a welfare mentality to a focus on employment by accurately assessing citizens' skills and abilities.

Minister Enkh-Amgalan underscored the need to create stable working conditions for employees and experts within public and private sector labor organizations, as well as the importance of ongoing training and professional development.

He also spoke about the importance of correctly evaluating citizens' employment skills, improving cooperation with district labor and welfare departments, implementing management reforms, and introducing high-quality, accessible, and citizen-friendly services.

The minister noted that the labor market is evolving, with new work arrangements such as informal work, telecommuting, and part-time jobs becoming more common. He stated, "We will collect data on labour supply and demand, professional and technical education, and the challenges faced by the labour force abroad. This will allow us to produce accurate labour market statistics and develop needs-based Big Data."

The meeting concluded with discussions on the effectiveness of professional organizations, policy and standardization efforts by the government, and consideration of suggestions from the labour exchange representatives.
