New Labor Relations Program to be Implemented

The "Labor Relations Program" has been approved by Resolution No. 03 of 2024 by the National Employment Council. This program aims to support small and medium-sized enterprises (SMEs), organizations, and employers in adhering to labor laws and regulations concerning labor safety, hygiene, and social insurance.

The program provides consulting services, advice, and information, organizes training, and offers online labor relations information services for SMEs, organizations, and employers. It is designed to support the implementation of labor relations laws in the formation of employment relationships between employers and employees.

Key Services Offered

Consulting Services:

  • Development of internal norms such as labor regulations, salary policies, and procedures for obtaining, storing, and using employee information.
  • Assistance with employment contracts, including types, forms, use, and dispute settlement.
  • Calculation of wages, including basic, additional, and overtime wages.
  • Coordination of work and rest hours.
  • Planning and implementing labor safety and hygiene standards, along with preventive measures.
  • Professional consulting on social insurance legislation.
  • Addressing other labor relations issues.

Training Services:

  • Tailored training for employers, available upon request, regardless of the organization's size.
  • Online resources for SMEs to stay informed about labor relations.

Participation Criteria

Eligible Participants:

  • SMEs and organizations with up to 50 employees for consulting services.
  • Enterprises of any size for employer-specific training.

Exclusions:

  • State and locally-owned enterprises, budget organizations, and non-governmental organizations.
  • Owners of participating enterprises must be Mongolian citizens.

Service Limits:

  • Consulting services: Available once every two years.
  • Employer training: Available up to twice a year.

Application Process

Eligible enterprises, organizations, and employers interested in participating can apply through their local labor and welfare services department or the relevant provincial or district department.

Implementation and Consultant Training

To ensure effective service delivery, the Ministry of Labour and Social Protection of Mongolia, in collaboration with the General Agency for Labor Welfare Services, will organize training courses for "Specialized Consultants."

This program aims to enhance the understanding and implementation of labor relations laws, improving working conditions across Mongolia’s SMEs.
