"First Appointment of a Person with Disabilities to Lead Government Agency Marks Milestone in Inclusivity"

Mandalbaatar Margad-Erdene has been appointed as the new head of the General Agency for Development of Persons with Disabilities, a significant milestone as he becomes the first person with a disability to hold a management position within the agency. This appointment was made official during the government meeting on May 8, 2024.

Margad-Erdene's journey within the agency began in 2018, where he served as a specialist overseeing law enforcement, convention implementation and contracts. His elevation to the leadership role aligns with both the stringent selection criteria outlined by the Civil Service Council and the merit-based principles governing civil service appointments.

This historic decision reflects the growing recognition of the importance of having representation from within the disabled community at the helm of agencies tasked with implementing government policies and laws. The agency plays a crucial role in safeguarding and enhancing the equal rights of individuals with disabilities to actively participate in societal affairs.

In adherence to the special requirements outlined in the Law on Civil Service, jointly crafted by the Ministry of Labour and Social Protection and the Civil Service Council, Margad-Erdene's appointment underscores the increasing opportunities for individuals with disabilities to pursue and excel in public administration and management roles. According to these provisions, individuals with disabilities aspiring for senior official positions must have accrued a minimum of six years of public service experience, with at least three years served in a subordinate officer capacity.

Furthermore, Margad-Erdene's appointment is seen as a strategic move towards fostering a more inclusive approach to governance. By having a leader who intimately understands the challenges faced by individuals with disabilities, the agency aims to deliver government services in a manner that is not only empathetic but also tailored to meet their unique needs.

It's worth noting that, unlike other government agencies operating under austerity measures, the General Agency for Development of Persons with Disabilities will be complemented by a deputy director. This decision underscores the importance of ensuring robust leadership and support structures within the agency to effectively address the multifaceted needs of the disabled community.
