Training Conducted on Results-Based Child Protection Funding Reform in Collaboration with Government Officials and Stakeholders

A training session focusing on Results-Based Child Protection Funding Reform was recently conducted as part of the ongoing child protection financing transformation. The Minister of Labour and Social Protection and the Minister of Finance jointly approved the "Regulations for Child Protection Services Cost Norms and Funding Methodology" and the "Procedures for Providing Additional Incentives to Social Workers and Joint Team Members Who Assessed the Situation and Provided Response Services."

To implement the approved methodology and procedures, a training session was organized for 120 participants, including officials from provincial, municipal, and district Child and Family Development and Protection Departments, department heads, senior child protection experts, as well as accountants and auditors from the local audit department.

The updated and endorsed "Child Protection Services Cost Norms and Financing Methodology" and "Procedures for Providing Additional Rewards to Social Workers and Joint Team Members Who Assessed the Situation and Provided Response Services" encompass several key regulations. These include:

  • Streamlining the implementation of child protection service provision procedures and related expenditures,
  • Establishing funding mechanisms through the local child protection agency,
  • Defining funding formats for child protection services, with provisions for funding requests to be submitted by primary units following the principles of results-based budget planning,
  • Outlining the cost structure of child protection services, along with expenditure and documentation guidelines provided in the appendix to ensure a shared understanding among child protection service providers and funders.

The training session following high level officials were participated such as Minister of Labour and Social Protection Kh. Bulgantuya, UNICEF Deputy Resident Representative Yen Mu, UNDP Deputy Resident Representative Lin Cao, and Director of the Family Policy Implementation Coordination Department of the Ministry of Labour and Social Protection of Mongolia N. Bayarmaa, along with other key stakeholders involved in child protection initiatives.
