The 4th round of negotiations on the draft agreement on cooperation in the field of social protection took place between Mongolia and the Russian Federation.

The 1981 agreement between the Mongolian People's Republic and the Union of Soviet Socialist Republics on cooperation in the field of social protection continues to be implemented by both countries. Within the framework of this agreement, which governs the relationship between pensions based on years of service in both countries, 994 citizens confirmed their years of service in both countries from 2016 to 2023, while 289 citizens are receiving pensions from Mongolia.

Recognizing the need to update the agreement in light of changes and reforms in the social, economic, and social protection systems of both countries, the protocol of the Mongolian-Russian Intergovernmental Commission meeting and the subsequent action plan included the issue of establishing a "Cooperation Agreement in the Field of Social Protection" in 2018. Accordingly, negotiations were organized at the ministerial level.

On December 8, 2023, the 4th round of negotiations on the "Agreement on Cooperation in the Field of Social Protection" between Mongolia and the Russian Federation aimed to ensure social protection for citizens of both countries and create conditions for receiving pensions and benefits.

Representing the Mongolian-Russian expert working group, Mrs. E. Gankhyu, State Secretary of the Ministry of Labour and Social Protection, and from the Russian side, S.V. Komarova, Deputy Head of the Department of Law, Legislation, and International Relations of the Ministry of Labor and Social Security, worked as leaders and ultimately agreed on the draft agreement at the expert working group level.

Both parties agreed that negotiations should be conducted in an effective and friendly atmosphere, and that the finalized draft of this agreement, crucial for guaranteeing social protection for citizens of both countries, should be discussed and signed in 2024.
