The Ministry of Labour and Social Protection will implement the sub-projects "Strategic Human Resource Management" and "Strengthening the Ethics Council".
The Public Service Council of Mongolia and the
United Nations Development Program jointly organized a project opening ceremony
to introduce the sub-project funded by the Government of Canada to the Ministry
of Labour and
Social Protection. The opening was attended by B.Baatarzorig, the head of the Civil
Service Council, and G.Unurbayar
the State Secretary of the Ministry of Labour and Social Protection.
The purpose of the sub-projects is to develop
the human resource management of public organizations, create basic conditions
for the prevention of ethical violations by employees, train trainers, and introduce
new ethical management.
The main concept of the reform of the civil
service law is to create a system of promotion based on the principle of civil
service and to create a qualified, stable, and responsible civil service.
Within the framework of this objective, the
project "Strengthening professional and citizen-centered civil service in
Mongolia" is funded by the Government of Canada, which aims to support the
implementation of the priority goals of the reform aimed at creating a stable,
honest, professional and citizen-centered civil service by strengthening the
capacity of the civil service, was launched by the Mongolian Civil Service. The
Council and the United Nations Development Program have been implementing this project since 2018.
In 2020 and 2021, training programs were
developed to introduce human resource audits, comprehensive competency-based
human resource management in the public service, ethics councils, and employees
in charge of human resources, and training programs were organized at the
provincial and capital levels. In addition, policy documents, methodologies,
and tools are being developed to strengthen human resources management and
ethical councils based on comprehensive competencies.
By implementing the sub-projects
"Strategic Human Resource Management" and "Strengthening the
Ethics Council" in government organizations selected in 2022,
strengthening the results of the implementation of the project, training
trainers, developing human resource management that supports the results of the
government organization, and encouraging public employees to behave ethically.
We are working to create basic conditions to prevent violations.
