Parliament Approves Mongolia’s 2027 Development Plan
The State Great
Khural (Parliament) of Mongolia, during its plenary session held on June 2,
2026. Formally approved the Resolution on the Approval of Mongolia’s 2027
Development Plan, which had been submitted by the Government on May 1, 2026.
The Development Plan
was prepared in accordance with Articles 6.10.1 and 6.10.2 of the Law on
Development Policy, Planning and Its Management. It is aligned with the 2027
Budget Framework Statement and the 2028–2029 Fiscal Projections, as well as the
Five-Year Development Guidelines of Mongolia for 2026–2030 and the Government
Action Programme for 2024–2028.
The Ministry of
Family, Labour and Social Protection will serve as the lead implementing agency
for 15 projects and measures included in the plan.
Key initiatives
include:
- Enhancing the quality of employment
promotion services by expanding access to small loans from the Employment
Promotion Fund and intensifying measures to support employment
opportunities for women, persons with disabilities, and young people.
- Increasing the average annual return
on investments of the Pension Reserve Fund.
- Improving the effectiveness of
pre-dispute labour mediation and settlement mechanisms.
- Improving the quality of social
welfare services through the implementation of employment and livelihood
support programs for targeted households, expanding services that promote
healthy and active ageing, and increasing the number of institutions
providing alternative care services.
- Strengthening child rights protection
by organizing awareness-raising and educational activities, diversifying
temporary protection and shelter services, and implementing social
reintegration programs for children.
