The Government of Mongolia Submits Draft Law to Ratify the Agreement on Cooperation with the Government of the Republic of Kazakhstan to the State Great Khural
The Government of Mongolia submitted to the State Great
Khural the draft law on the ratification of the Agreement on Cooperation in
Pension Matters between the Government of Mongolia and the Government of the
Republic of Kazakhstan on 30th October, 2025. The draft law was
formally presented by Mr. N. Uchral, First Deputy Prime Minister and Minister for
Economic Development, and Mr. T. Aubakir, Minister for Family, Labour and
Social Protection, to Mr. B. Purevdorj, Deputy Speaker of Parliament.
Within the framework of discussions held during the sessions
of the Intergovernmental Commission between the two countries, the Government
of Mongolia established an expert working group to draft the agreement in
consultation with the Ministry of Labour and Social Protection of the
Population of the Republic of Kazakhstan. The working group conducted 17 rounds
of negotiations to finalize the draft agreement.
Upon ratification, this agreement will enable citizens of
both Mongolia and Kazakhstan to combine their years of employment and periods
of social insurance contribution paid in either country when applying for an
old-age pension. It will also allow Mongolian citizens to receive accumulated
pension benefits from Kazakhstan, thereby strengthening their future social
security.
To improve the social protection of Mongolian citizens
living and working abroad, the Government of Mongolia has so far concluded and
implemented social security agreements with six countries: the Russian
Federation, the Republic of Korea, Hungary, the Republic of Poland, the
Republic of Türkiye, and the Czech Republic.
