Mongolia to Conclude a Social Protection Agreement with the Republic of Kazakhstan
Cabinet meeting of
the Government of Mongolia discussed and approved the draft law on ratifying
the Agreement on Cooperation in Pension
Matters between the Government of Mongolia and the Government of the Republic
of Kazakhstan, and decided to submit it to Parliament on 15
October 2025.
With the aim of
ensuring the social security of Mongolian citizens residing abroad, the
Government of Mongolia has been concluding social protection agreements with
countries where large numbers of Mongolian citizens live and work.
Within this
framework, the Agreement on Cooperation in Pension Matters between the
Government of Mongolia and the Government of the Republic of Kazakhstan was
signed in Ulaanbaatar on 29 October 2024. The agreement will enter into force
once it is ratified by the Parliament of Mongolia.
Once implemented,
citizens of both countries will be able to combine their periods of employment
and social insurance contributions made in Mongolia and Kazakhstan to qualify
for an old-age pension. Mongolian citizens will also become eligible to receive
their accumulated pension benefits from the Republic of Kazakhstan, thereby
strengthening their future social security.
According to
information from the Ministry of Foreign Affairs, more than 8,000 Mongolian
citizens reside in Kazakhstan, of whom approximately 3,100 are formally
employed. Meanwhile, around 560 Kazakhstani citizens currently reside in
Mongolia.
