Meeting of the Sub-Council on the Rights of Persons with Disabilities Held at the Ministry of Family, Labour and Social Protection
The Sub-Council on the Rights of Persons with Disabilities
convened a meeting on September 6, 2025, with the participation of Member of
Parliament Ms. O. Saranchuluun and Sub-Council Chair L. Munkhzul, State
Secretary of the Ministry of Family, Labour and Social Protection. The meeting
reviewed the implementation of the Sub-Council’s 2025 action plan, government
services provided to persons with disabilities, and related budget and
financing issues.
In connection with the designation of 2025 as the Year of Promoting Employment of Persons with Disabilities, regional comprehensive programs have already been organized
in the Gobi and Khangai regions, with the Western region scheduled for October.
To identify the skills, interests, and challenges persons with disabilities
face in entering the labour market, an online registration and survey has been
conducted, with over 42,000 individuals participating to date.
The second phase of the survey will focus on individuals
expressing interest in employment and will include “baseline test” questions
based on the International
Classification of Functioning, Disability and Health (ICF) methodology
for assessing work capacity.
From June to September, a nationwide inspection was carried
out to monitor the implementation of Article 144 of the Labor Law. As of now,
inspections have been conducted in 383 enterprises. Violations were identified
in 63 organizations that failed to employ persons with disabilities in
designated positions, resulting in compensation orders amounting to 917 million
MNT, to be transferred to the Employment Support Fund for Persons with
Disabilities.
